statement to the effect that the attention of the provincial authorities was being concen- trated on the revolutionaries and that the question of the suppression of the opium habit had been shelved; those dens which had been closed were therefore preparing to resume their business. A further rising of the people in opposition to the enforcement of the Regulations was reported from the south of the province.

His Majesty's Consul reports on the 12th August that all the opium shops in Wuhu are said to be now closed. He incloses further missionary reports from the interior, which show that great apathy reigns among the local officials as regards the enforcement of the Regulations.

WITH reference to your telegram No. 99 of yesterday's date, I have the honour to

Peking, August 28, 1907. inform you that I have addressed a protest to the Wai-wu Pu on the 19th instant in the sense of your instructions.

At an interview yesterday the Ministers argued that to ensure the success of the prohibitive measures it was essential to establish a Government monopoly of the prepared drug, but agreed to await a further exchange of views on the whole question with His Majesty's Government before taking action.

With regard to the proclamation mentioned in your telegram, I have no informa- tion of its having been issued, but am making inquiries.
